USFS Land Use meeting/plan for Alpine County

    NEWS RELEASE

    Carson Ranger District
    1536 S. Carson Street
    Carson City, NV 89701
    Contacts: Daniel Morris, 775-882-2766

For Immediate Release on May 27, 2011 - Stop Date is June 24, 2011

Meetings Set for Public Comments about West Carson River Transportation System and East Carson River Corridor Restoration Projects

CARSON CITY, Nevada…The Carson Ranger District of the Humboldt-Toiyabe National Forest is seeking comments on a proposal to adjust the transportation system in the West Carson River watershed in Alpine County, California, and a forest restoration project along the East Carson River corridor. The transportation system project area is located east of Carson Pass, west of Woodfords, south of Highway 88 (includes Willow Creek, Scotts Lake and Crater Lake areas), and north of the Forest boundary.

Transportation system changes may add existing routes to the District’s Motor Vehicle Use Map (MVUM), which provides access to dispersed recreation in the West Carson watershed. Routes may also be decommissioned if they are no longer needed or are causing resource damage to its unique meadow and forest environment. Following these adjustments, the MVUM will be updated and the public will be able to access the approved routes.

“In 2008, when we published the first Motor Vehicle Use Maps, we knew future corrections would occur,” said Genny Wilson, Carson District Ranger. “Now that we have spent some time assessing how our visitors enjoy this area, we can begin discussing proposed changes with our visitors,” Wilson stated that many of the area’s existing dispersed campsites will be on the map, as well as some trails that provide access.

The District is also seeking comments on a habitat restoration project along the East Carson River corridor. This project would identify areas along the river corridor that would benefit forest restoration work including re-vegetation, bank stabilization, and hardening of dispersed recreation sites along the river.

The opportunity to comment on the two respective proposed actions will last 30 days, according to regulations at 36 CFR 215. To begin the scoping process for these two projects, the District is holding a public meeting on June 7, 2011, from 6:00 to 8:00 p.m., at the Turtle Rock Community Center in Markleeville, California. If you want to receive information regarding this project, or learn how to submit comments, contact the Carson Ranger District at 775-882-2766.

The District Ranger and staff will be available to discuss these projects at the meetings; related documents, as well as maps depicting the two project areas and proposals, will also be distributed. Learn more about this release by contacting the Carson Ranger District at 775-882-2766.

The FS proposes to close the camping areas adjacent to the Carson River along highways 4 and 89 south of Markleeville, and to close the hot springs at the end of the Barney Riley Trail to all motorized vehicles. FS wants a 1/2 mile RADIUS of non-motorized around the hot springs. It is very likely that any camping on the Carson River in the nice grove of pines next to the river at the end of the BRT will be closed, too. Does anyone know the name of the California club that has adopted BRT? I've passed this info to Del Albright at BRC and Mark Cave of CA4WDC in hopes of enlisting their help.
For more info, Google the Humboldt-Toiyabe National Forest and look for the East Carson River Project. There should be a letter from the FS dated 6-1-11 accompanied by a map.

Comments must be in to the Carson Ranger District no later than July 1, 2011.

Keep in mind that the land the hot springs sits on is managed by the CA Dept of Fish and Game, not the FS. If you look on the property ownership maps there is a little spot of state land at the hot springs. I think the name of the club is the Fiddling 4 wheelers? Sorry, I could be way off on the name but that is what pops up in my head

If motorized access to the hot springs is going to be closed, then the FS must be talking with Calif Fish & Game, don't you think? The Project proposes that a non-motorized buffer zone of 5,000 feet diameter be established around the hot springs. If that happens, then the north end of the Barney Riley Trail at the Carson River will be closed, and there'll be no crossing the river.
Those who are interested in keeping motorized access had better get moving; go to the Humboldt-Toiyabe National Forest website, Land and Resources Management>Projects>West Carson River Transportation Adjustment, and you'll see two blue links, one for the text of the proposal, and one for the map. If you have questions or want more information, contact Dan Morris or Sally Champion at the CRD, whose name and phone number is noted in the post above.
