    Changes to Classic Car/Classic Rod plate requirements

    For those who operate in Washoe County with a classic plate, looks like they're cracking down on the use of the plate. I speculate this is in response to so many Hondas or whatever else running around with plates to bypass smog requirements.

    Far as I can see, the bill really sits around two main changes:

    -You'll need an actual working odometer that gets checked by an approved inspector 30 days before registration
    -You'll need an insurance policy on the vehicle that is specifically for a "classic or antique" vehicle.


    Figured this would be of some interest to members here, found it while I was looking for bad gun bills being proposed by this 2017 legislature's 120 days of tomfoolery...

    I think your link is wrong.

    The insurance policy thing is lame. I have classic plates on my CJ5. It passes smog just fine, but it was a PITA to get it out every year, drive it around for a week so I could put fresh gas in it before smogging it. Most years it is used less than 500 miles. Seems the perfect application for the classic plate. However people are abusing it.

    I wish we'd just go to a rolling 30yr exemption. Really how many 30 yr old cars do you see on the road in a typical day? Very few are daily drivers. Even if they are all gross polluters, their overall effect on air quality must be minimal.

    Link is good, goes to the overall status page showing where the bill currently is in the system. There's a link for "bill text" just above the bill history.

    The 30 year thing would make more sense to people like us, but goes against everything the greenies and liberals want to accomplish with their clean air and energy use policies. In fact, in some of the most liberal cesspools of the country, the long term goals are starting to get pushed. Oregon for example, just this month, proposed a $1,000 tax on any vehicle registration for a vehicle over 20 years old. Because, you know, those old cars put out more smog, and it'll save the environment if they force us to buy newly machined hybrids from a factory and lithium mine. Looks like the bill will be DOA, but it shows where they're headed.

    I'm okay with cracking down on the classic plate abuse. I see too many guys running around in Toyota mini trucks with classic plates and company logos on the side filled with tools using it for work.

    I too, agree that there is too much abuse of the plate. I would have a regular plate if I didn't have to use the classic plate to register my motorhome. It's a 1989 motorhome on a Ford E350 chassis. It has an 11,500#gvw, and didn't have to meet emissions at that time. It passed the emission tests with flying colors, but didn't pass the visual since the filler is not restricted for use with an unleaded nozzle. You can't buy regular gas anywhere in the US but the inspector failed it anyway. The NV DMV inspector also failed it, saying "convert it" or register it as a classic. Since it only gets about 3000 miles a year and is actually cost prohibitive to convert the filler neck, it's registered as a classic.

    That's where I'm at. The show car classics shouldn't have any issue with this, since they're all restoration jobs with classic insurance to begin with. The guys legitimately keeping some old iron on the road and just too poor to keep it updated and fresh are the ones who are going to suffer though, all because some jackasses wanted to cut the cats off of their Honda or some shit.

    Update to this for those who it applies to: It was heard by the committee back on March 9th with no action. Doesn't mean it's dead at this point, but it hasn't passed out of committee.

    I have an issue with the classic insurance thing... I have an old Chevy Nova with about 16k put into it. My 17 year old turns at least half the wrench on this car as we are building it up together as he learns this dying art of American Muscle cars. After calling 4 insurance companies who deal specifically with classics, there is not one of them who will insure anyone under 25. (They have a bunch of other ridiculous requirements, but more of an inconvenience) And, since it's OUR project I'm stuck with my regular insurance, who my son is on, since I'm not going to exclude him from driving the car he's building. Bottom line, I have a 16k car that originally sold for $3800 new. If I crash it or it gets stolen they will total it out for basically no real value. They do have a classic valuation scale that they look at, but it's not anywhere near what I have into it. In the grand scheme of things being able to insure for a declared value of 16k isn't that much. Heck, I think a Honda costs more than that. But, my decision is still to just go with it so that he can drive it. I mean, what dad wouldn't...?

    I took this a couple weeks ago and forgot to post it here. I like the sandwiches from this truck but they shouldn't be able to use classic plates on their business truck.

    Check with your current carrier and ask if they'll do a "stated value" for that vehicle on your regular policy. We had a few cars added onto regular policies in that way, and it's a good go-between for a daily driven restoration versus a $100k restored show car. Granted, I was never involved in any sort of claim on such a policy, but from what I remember you'll need to have a lot of evidence to support your claimed value (pictures and receipts are ideal). It will be a bit more expensive than insuring a similarly valued vehicle, namely because often there's a lot of custom work into the stated value car that can't be easily repaired in a minor accident the way a similarly valued new car can have a lot of pieces replaced easily and cheaply.

    The insurance part I'm not down with, as far as this bill is concerned. I do think the system is being abused with a lot of people just wanting to cut emission parts off their vehicles (^^^^ food truck as a "classic" vehicle, gimmeafugginbreak), but the people out there running their older vehicles as DD's are the ones who are going to be truly punished by this bill. Idiots who can't get their Honda to smog are just going to dump the cars to a county where smog ain't an issue. Someone who just likes driving their older rig for nostalgia but doesn't need a custom classic car insurance policy is going to get hosed.

    I called and spoke with sen gustaveson. He answered the phone and respectfully listened to my concerns. He relates the bill as proposed is dead but will return in a revised form. What that may be is as yet unknown.

    Call him and offer your thoughts. Be proactive and have a voice. Be specific, clear and explain why this is good or bad.

    Gustavson is a good guy. He's a friend of a guy I used to sell insurance with, and that friend actually got him to come down to our office and shoot the breeze for an afternoon with just the three of us desk jockeys. It was back when Gustavson was originally proposing a 2A license plate (want to say in 2011 if not 2009). He is a great guy towards vehicular and 2A causes, and doesn't much care for big brother politics either.

    Update for those who were interested in this: the bill is officially dead. It did not make it out of committee before the 15th, making it ineligible for further action later. There's no other similar law I spotted while scanning through BDR's this session, so until the next session two years down the road, all of the Hondas and other random "classic" vehicles trying to beat the smog laws will be untouched.
