    Peavine/Raleigh Heights Rare Plant Proposal

    The name of the plant is ivesia webberii, or Webber's ivesia. See http://www.fws.gov/nevada/nv_species/webber_ivesia.html
    This is the only plant that is a candidate for listing on the endangered species list, on the Carson Ranger District.

    This is a proposal/project and it has not yet officially been made public. The USFS and USFWS botanists are still developing it.

    I know about it because the FS asked me to visit the area.

    The plant we discussed last night, Eriogonum robustum, is a plant of concern, and is not a candidate species.

    Periodically check the website for new developments.

    It was a great night last night , very informative . Lets keep it up , and come up with a good plan of attack. I remember when MMA fighting was banned from TV , the owner of the UFC , Dana White went to different networks and asked , what changes can we make to put this on TV? They made the changes , and the rest is history . It is now on many channels. Maybe we can propose something like this? It does seem like they just want to close trails , and we the people are the only ones trying to do clean ups and keep trails in good order. Maybe we can come up with something that can help them to replant , mark trails have stewards or something? I don't know , what says you?

    The US Fish & Wildlife Service has announced a public meeting scheduled for September 10, 2013, from 4:00 pm to 6:00 pm at the Dept. of Interior building, Great Basin Conference Room, 1340 Financial Blvd, Reno, NV. The meeting will be an open house format.

    USFWS is proposing to list the Webber's ivesia plant as a threatened species under the ESA. The USFWS proposes to designate 2,011 acres of critical habitat for this plant in Washoe and Douglas counties in Nevada, and in Lassen, Plumas, and Sierra counties in California. This listing will likely close some routes on the east slope of Peavine Mtn. north of Hoge Road.

    Attend the meeting to learn more and see what the maps show.

    Following is my comment to the US Fish & Wildlife Service concerning the designation of critical habitat for the Webber's ivesia plant in the Reno area:

    I have walked Units 13, 14 and 15.

    The plant does not grow on the old road that traverses east-west between Hoge Road and North Virginia Street (unit 13); the plant grows only on soil that is 40 to 50 yards or more away from the road, and only in very limited places. The road is not composed of soil suitable for this plant. Not one of the people who attended the field trip in late 2012 could discern any Webber's ivesia on the route.

    Much of Unit 14 is on private property, while all of unit 15 is on private property. The map showing these units depicts only South McCarran Blvd., while omitting other roads that exist, omitting the electric power line roads (The Pines power line is merely mentioned), and not showing the Dutch Louie Flat road. This plant does not grow on the roads.

    The Hills Angels 4 Wheel Drive Club, of which I am a founder and vice-president, successfully blockaded approximately 1,000 linear feet on the west edge of the Dutch Louie Flat meadow with used utility poles in 2006 to prevent vehicles and people from going into the meadow.

    If USFWS, USFS, and NDoW employees have been walking through the Dutch Louie Flat meadow, they have been trampling the plant.

    Other units and subunits are on private property in both California and Nevada. How will critical habitat designation affect these properties and the property owners? Have the property owners been notified? Does critical habitat designation on private property constitute a taking?

    I oppose the designation of critical habitat which has the effect of closing roads on which the plant does not grow or otherwise exist.

    The Webber's ivesia plant has been placed on the endangered species list by the U S Fish & Wildlife Service.
