    SWR Meter/CB Tuning

I just acquired a CB radio for my jeep. Since I know nothing about them, and I'm not even sure if my antenna is tunable, I'm wondering if someone on here has a SWR meter I could borrow, or who would help me tune/not tune my radio. In the future I'll be getting at least a handheld HAM radio. I just don't know if plugging the antenna to a mount on the side of my jeep is correct, or the reason I don't get anything but a buzz that matches my throttle on Channel 4. All other channels seem to get just 1 bar of service and no communication.
